Toll-free verification in GoHighLevel is the carrier review every toll-free number must pass before it can send SMS or MMS to US and Canadian phones. Until the number shows Verified (Approved) in LC Phone, texts are blocked, although calls still work. HighLevel says review can take up to four to six weeks.
This guide explains what toll-free verification (TFV) checks, how it differs from A2P 10DLC, what to gather before you submit, what opt-in proof reviewers accept, what each status means and the rejection patterns HighLevel and carriers flag most often.

What is toll-free verification in GoHighLevel?
Toll-free verification is a registration that ties one toll-free number to the real business sending from it and to a described messaging use case. Carriers review that record, and in GoHighLevel the number cannot text US or Canadian recipients until the record is approved.
- It applies to toll-free numbers starting with 800, 888, 877, 866, 855, 844 and 833 bought through LC Phone.
- Each number needs its own approved verification record. You cannot bundle several numbers into one submission.
- It covers SMS and MMS only. Voice calling is not affected, so you can call from the number while verification is pending.
- The end business must be the sender. An agency, software platform or reseller cannot put its own name on a client’s traffic unless it is texting on its own behalf.
That last point catches agencies out. If you manage sub-accounts for clients, each client’s toll-free number needs the client’s legal identity, website and consent flow, not the agency’s.
Why is toll-free verification required?
Toll-free verification is required because US and Canadian carriers no longer deliver unverified toll-free text traffic. GoHighLevel blocks SMS and MMS from any toll-free number in Restricted, Pending or Rejected status, and those sends fail with error 30032 until the number is approved.
Carriers want the same three answers they ask for in A2P 10DLC: who is sending, what they are sending and how each recipient agreed to receive it. Verification puts those answers on record before traffic flows.
Two error codes matter most when you troubleshoot:
- Error 30032: the sending toll-free number is not Verified (Approved).
- Error 30007: carrier filtering triggered by content, sender identity, consent or another policy signal. This can happen even on a verified number.
HighLevel also notes that messaging charges can apply to delivery attempts that were accepted and later filtered. Sending test blasts from an unverified number wastes money and teaches you nothing.

Toll-free verification vs A2P 10DLC: which applies to you?
Toll-free verification applies only to 8XX toll-free numbers, while A2P 10DLC registration applies to local 10-digit numbers. They are separate processes: a toll-free number never needs a 10DLC brand or campaign, and a local number never needs toll-free verification.
| Factor | Toll-free verification | A2P 10DLC |
|---|---|---|
| Numbers covered | 800, 888, 877, 866, 855, 844, 833 | Local 10-digit US numbers |
| What gets registered | Each number, the end business and its use case | A brand and one or more campaigns through The Campaign Registry (TCR) |
| Where in GoHighLevel | Settings, Phone System, Manage Numbers, Verification Required | Settings, Phone System, Trust Center |
| Fees | HighLevel lists no separate verification fee; number rental and usage charges apply | One-time brand and campaign fees plus a monthly campaign fee, passed through from carriers |
| Review time | HighLevel says up to four to six weeks, not guaranteed | Varies by use case and how clean the submission is |
| Caller recognition | National number, no local area code | Local area code customers recognize |
For most local service businesses, a local number with A2P 10DLC fits better because customers see a familiar area code. Our A2P 10DLC registration guide explains brand types and fees. A toll-free number makes sense when you serve customers nationally or already print the number on ads, trucks and invoices.
What do you need before you submit toll-free verification?
Before submitting toll-free verification, gather the exact legal business name, a public website, a responsible contact, the registered address, a monthly volume estimate, a use-case description, realistic sample messages and a public link to your opt-in proof. Mismatched details cause most delays.
Business identity details
- The legal entity name exactly as it appears on official records, plus a DBA if you trade under one.
- A website URL that names the same business. HighLevel accepts an eligible public social profile if the business has no website.
- Entity type, registration authority, registration number and registration country, which the form may request depending on business type.
HighLevel’s form says a business tax ID is not required in every submission. However, Twilio, a major toll-free messaging provider, has required a business registration number for every business type except sole proprietorships on new toll-free verifications since February 17, 2026. For a US company that number is the EIN, so keep your CP 575 or 147C letter at hand and make the legal name match it exactly.
Contact and location
- A responsible contact’s first name, last name, email and phone number.
- The business address: country, state, street, city and ZIP code.
- A non-US address is acceptable if it accurately represents the end business.
Use case details
- Estimated monthly message volume.
- Opt-in type, such as web form, keyword or verbal.
- Use-case categories. Select Marketing if you will send any promotional content, even occasionally.
- A plain description of who receives messages and why.
- Sample messages that look like what you will actually send, with your business name and opt-out wording.
The one-time identity check
LC Phone sub-accounts buying +1 numbers now pass a one-time identity check through Persona: a government ID plus a live selfie from the person who owns or controls the sub-account. It does not replace toll-free verification, but it has to be done first, and an agency cannot complete the selfie for a client.
How do you submit toll-free verification in GoHighLevel?
You submit toll-free verification inside the sub-account, not the agency view: open Settings, then Phone System, then Manage Numbers, and click Verification Required under the toll-free number. The form runs in five short steps and ends with a Send Information for Verification button.
- Open the verification form from the number’s Verification Required link.
- Enter the business and contact details: legal entity name, website and the responsible contact.
- Enter the business location.
- Describe the use case: volume, opt-in type, categories, the public opt-in image URL, the description and sample messages.
- Review everything, confirm the opt-in URL opens without a login, accept the terms and send. Complete any KYC step HighLevel prompts for.
Two checks before you click send. Open the opt-in proof link in a private browser window to confirm a reviewer can see it. Then read the legal name, website and sample messages side by side and make sure they describe the same business.
Political senders have an extra requirement. Since February 17, 2026, new political toll-free verifications, and approved numbers used for election messaging, need a valid Campaign Verify Auth Token, which HighLevel does not issue.
What opt-in proof gets a toll-free number approved?
Opt-in proof gets approved when a public URL shows the full consent flow: an optional, unchecked consent box or field, the business name, message types, frequency, a message and data rates notice, and HELP and STOP instructions. Cropped screenshots and login-only pages fail review.
- Public and complete: the image or page must open without signing in and show the whole flow, not just a checkbox or phone field.
- Affirmative and optional: the person must actively opt in, consent must be optional, and checkboxes cannot be pre-checked.
- Separate choices: marketing and non-marketing consent must be separate options.
- Full disclosure: name the business, describe the message types, state the frequency, say message and data rates may apply, and include HELP and STOP instructions.
- Verbal opt-ins: record the phone number, date and time, the disclosure version read and the person’s response.
To host proof inside GoHighLevel, upload a screenshot of the full form to Media Storage, use Get Link on the file and test that link before pasting it in. The live form must say what the screenshot says, so update every form, survey and chat widget that feeds the number, not just one.
Your privacy policy matters here too. If it says you share or sell mobile numbers or opt-in data with third parties, reviewers treat that as a lead-sharing model and reject it. Consent collected by one business cannot be transferred to another sender.
What do the toll-free verification statuses mean?
GoHighLevel shows four toll-free verification statuses: Restricted (Unverified), Pending Verification, Verified (Approved) and Rejected. Only Verified (Approved) lets the number send SMS and MMS to US and Canadian recipients; every other status blocks texting while calls keep working.
| Status | US and Canada SMS/MMS | What to do |
|---|---|---|
| Restricted (Unverified) | Blocked | Submit verification before any workflow texts from the number |
| Pending Verification | Blocked | Wait; do not production-test; use email or a verified number meanwhile |
| Verified (Approved) | Allowed, subject to carrier and content policies | Keep forms, samples and actual messages consistent |
| Rejected | Blocked | Fix every listed reason, then resubmit or appeal |
Because review can run up to four to six weeks, submit on day one of any build, not the week of launch. While you wait, email can carry the load if your sending domain is authenticated on LC-Email with SPF, DKIM and DMARC.
Why do toll-free verifications get rejected?
Toll-free verifications usually get rejected because something in the submission does not line up: the business identity, a website or proof URL reviewers cannot open, incomplete consent disclosures, a use case that does not match the samples, or a forbidden category such as third-party lead generation.
- If the legal name differs from the website or EIN record, then correct the record that is wrong; do not just rephrase the form.
- If the opt-in link sits behind a login or shows only part of the form, then host a full-flow screenshot publicly and retest it in a private window.
- If the samples are promotional but the use case says informational only, then add the Marketing category and matching consent language.
- If the consent text omits frequency, rates or STOP and HELP wording, then update every live form first and the screenshot second.
- If the business buys, sells or shares leads, then the use case is not eligible, and providers generally will not accept a resubmission for forbidden categories.
When resubmission is not available, HighLevel asks you to contact Support with a “Toll-Free Verification Rejection Appeal” subject. Include the sub-account name, Location ID, the number in E.164 format, the status and rejection reason, the legal name, public business and opt-in URLs, and any failed messages with error codes.
Many of the same mismatches sink local-number campaigns. Our guide to fixing GoHighLevel A2P rejections covers the 10DLC side.
Toll-free verification edge cases most guides miss
Most toll-free verification guides stop at the form. In real GoHighLevel accounts, problems also come from agency setups, automations that text before approval, snapshots that copy forms but not approvals, and verified numbers that still get filtered. Plan for these before launch.
- Snapshots copy wording, not approvals. A snapshot can give every new sub-account consent forms that already passed review, but each number still needs its own verification.
- Automations fail quietly. Missed-call text-back, appointment reminders and Conversation AI replies all depend on SMS. From a pending number they simply fail, so a “working” automation can look broken when it is really waiting on approval.
- Verified is not the same as delivered. Error 30007 can appear on an approved number if content drifts from the registered use case.
- Agency-owned numbers. Registering a client’s traffic under the agency name breaks the end-business rule; each client verifies under its own identity.
If you text leads the moment they call or fill in a form, keep the timing in mind. Our missed-call text-back and speed-to-lead setup only works once the sending number is verified, and the same is true for Conversation AI and Voice AI automation that replies by text.
Stuck in toll-free review or rejected again?
If a toll-free number has sat in review for weeks or keeps coming back rejected, the fix is usually a cleaner submission or a different number type. Many local businesses are better served by a local number registered for A2P 10DLC, which avoids the toll-free queue entirely.
We handle GoHighLevel A2P 10DLC registration for a $50 flat service charge, with carrier fees billed separately, plus LC-Email SPF, DKIM and DMARC setup. If your forms, consent wording and messaging workflows have become tangled, a GoHighLevel sub-account audit and rebuild finds what is broken and gives you a fixed quote to fix it.

Frequently Asked Questions
Is toll-free verification required in GoHighLevel?
Yes, for texting. Every toll-free number used to send SMS or MMS to recipients in the United States or Canada must be verified, whatever the size of the business. GoHighLevel blocks texts from numbers in Restricted, Pending or Rejected status. Voice calling is not affected, so a toll-free number used only for calls does not need verification.
How long does toll-free verification take?
HighLevel says toll-free verification review can take up to four to six weeks. Some submissions are approved sooner, but timing is not guaranteed. The number cannot text US or Canadian recipients while it is pending, so submit as early as possible and avoid planning a launch that depends on SMS from a number still in review.
Does toll-free verification cost money in GoHighLevel?
HighLevel’s toll-free verification guide lists no separate verification fee, and the one-time Persona identity check is also free. You still pay the normal toll-free number rental and per-message usage charges in LC Phone. Messaging charges can also apply to delivery attempts that were accepted and later filtered, which is why testing from an unverified number wastes money.
Can I make calls from a toll-free number while verification is pending?
Yes. Toll-free verification applies only to SMS and MMS, so inbound and outbound calls work normally while the number is Restricted, Pending or Rejected. Only texting to US and Canadian recipients is blocked. That makes it reasonable to buy the number, start using it for calls and submit verification on the same day.
Do I need an EIN for toll-free verification?
HighLevel says a tax ID is not required in every submission and may request registration details by business type. Twilio, a major toll-free messaging provider, has required a business registration number for all business types except sole proprietorships since February 17, 2026. If your company has an EIN, include it and match the legal name exactly.
Should I use a toll-free number or a local 10DLC number?
Use a local 10DLC number if most customers are in your area and recognize a local area code. Use a toll-free number if you serve customers nationally or already advertise an 8XX number. Each type needs its own registration: toll-free verification for 8XX numbers and A2P 10DLC brand and campaign registration for local numbers.
