WHAT YOU GET

What a GoHighLevel Agency Texas Build Includes

Every Texas sub-account starts with the compliance basics, then we build the sales system around them.

SB 140 Text Readiness

SMS and MMS campaigns are treated like calls for consent and opt-out tracking, matching how Texas now defines a telephone solicitation.

Consent Records

Each contact keeps a record of when and where they opted in, which helps you and your counsel judge registration questions.

Texas Calling Hours

Outbound steps follow a weekday and Saturday window plus a later Sunday start, timed to each contact's local clock.

West Texas Timing

El Paso and Hudspeth County leads are on Mountain time, so we capture timezones on intake before any follow-up runs.

STOP replies switch on Do Not Disturb automatically, and we review your keywords and sender info before launch.

Industry Pipelines

Pipelines for roofing, solar, home services, real estate and healthcare, built around how each buyer actually decides.

THE DETAILS

SB 140, Registration and Calling Hours: Your GoHighLevel Agency Texas Guide

What changed for Texas texting in 2025 and the GHL settings that keep your account on the right side of it.

Texas Texting Rules Changed on September 1, 2025

Texas regulates sales calls through several chapters of the Business and Commerce Code. For years, businesses argued that Chapter 302, the telephone solicitation registration law, did not reach text messages, and a 2024 federal court decision cited in the bill’s analysis agreed with that reading.

Senate Bill 140 closed that gap. Signed on June 20, 2025 and effective September 1, 2025, it rewrote the definition of “telephone solicitation” to cover a call or other transmission, “including a text or graphic message or image,” made to get someone to buy, rent, claim or receive an item.

It also borrows the broader definition of “telephone call” from Chapter 304. You can read the enrolled text of SB 140 on the Texas Legislature’s site.

SB 140 also made violations of the Texas Telemarketing Disclosure and Privacy Act and related solicitation rules a deceptive act under the Deceptive Trade Practices Act. The changes apply only to conduct on or after the effective date.

Do You Need to Register With the Texas Secretary of State?

Section 302.101 says a seller may not make telephone solicitations from Texas, or to a buyer in Texas, without a registration certificate from the Secretary of State, unless an exemption applies. The Secretary of State’s forms list a $200 filing fee and a $10,000 security, usually a surety bond, and a certificate lasts one year before renewal.

Chapter 302 has a long list of exemptions, and the Secretary of State does not decide who must register, so any GoHighLevel agency Texas clients rely on should flag the question rather than answer it for you. That call belongs to the seller, and the Texas Attorney General enforces the law.

Consent-based texting is the open question. The Secretary of State’s telephone solicitation FAQ now says a business that sends texts with the consumer’s prior consent does not have to file the registration statement, citing a 2025 federal case and settlement. In December 2025 the Secretary of State also asked the Attorney General for a formal opinion on that question (RQ-0626-KP), which the Attorney General’s site lists as pending.

Texas Rules at a Glance

Section 301.051 has its own exceptions, such as calls the consumer asked for and calls to existing customers. It was not rewritten by SB 140, but we apply its hours to marketing texts too, because a cautious window costs you very little.

Calling Hours Across Central and Mountain Time

Texas is mostly on Central time, but El Paso and Hudspeth counties in far West Texas run on Mountain time under the federal time zone rules. A 9:00 a.m. Central send reaches El Paso at 8:00 a.m., which is before the state’s weekday calling window.

The Sunday rule adds a second trap. Texas allows consumer sales calls on Sunday only after noon, so a Monday-to-Saturday schedule that also fires on Sunday morning breaks the rule.

GoHighLevel can time workflow messages by each contact’s own timezone, with the account timezone as the fallback. Its time window setting pauses texts, emails and calls that fall outside the allowed hours and sends them when the window reopens.

How a GoHighLevel Agency Texas Team Should Configure GHL

A GoHighLevel agency Texas businesses hire should leave a paper trail of consent and opt-outs, not just pretty funnels. These are the settings we build and check in every Texas sub-account.

  1. Consent on every entry point. Forms, surveys, calendars, chat widgets and landing pages carry clear SMS consent wording, and each contact keeps a record of when and where they opted in.
  2. A2P 10DLC registration. Your brand and campaign go through the GHL Trust Center with sample messages and an opt-in description that match your site. Our A2P 10DLC registration service covers this.
  3. Opt-out handling. GHL turns on Do Not Disturb automatically when a contact replies STOP or UNSUBSCRIBE, and adds “Reply STOP to unsubscribe” to first messages. We set your sender name and review which keywords count as opt-outs.
  4. Timezone and time windows. Contact timezones are captured on intake so West Texas leads follow Mountain time, and outbound steps respect the Sunday-after-noon rule.
  5. Clean imports. When you move from another CRM, opt-out status and consent fields come across with the contacts, so nobody who said stop gets texted again.

If your Texas account already exists and texts are being blocked or your campaign was rejected, our GoHighLevel A2P help page explains how we repair it.

Texas Industries and Metros We Build For

Texas is a large, spread-out market. The Census Bureau’s population estimates put Dallas-Fort Worth and Houston among the national leaders in numeric population growth, and San Antonio and Austin are the state’s other big metros.

The Office of the Governor lists target sectors that include energy, advanced manufacturing, aerospace and life sciences. Our own Texas clients tend to be the local businesses that live on calls and texts: home services, roofing, solar, real estate, oil-field service companies and healthcare practices.

As a GoHighLevel agency Texas companies hire for the whole build, we plan around each industry’s own sales cycle.

A roofing company needs fast speed-to-lead and storm-season capacity, while a solar installer runs longer nurture sequences, so we plan pipelines around how your buyers actually decide.

Serving Texas Businesses Remotely

GoHighLevel USA does not have a Texas office, and we won’t list a fake address to look local. We are a remote GoHighLevel agency Texas businesses work with by video call, with calls scheduled in Central time.

You can see the other states we cover on our locations page, or go straight to our done-for-you GoHighLevel setup.

Nothing on this page is legal advice. Ask your own attorney whether Chapter 302 registration, SB 140 and the Texas calling-hours rules apply to your business.

FAQ

GoHighLevel in Texas: Questions, Answered

SB 140 took effect on September 1, 2025. It expanded the Chapter 302 definition of telephone solicitation to include text, graphic and image messages, and made solicitation violations a deceptive act under the Texas DTPA. In practice, marketing texts to Texans now carry the same weight as sales calls.

It depends on your exemptions and how you collect consent. The Secretary of State’s FAQ says businesses texting with prior consent do not need to file, and an Attorney General opinion on the question is listed as pending. Ask your attorney, and keep clean consent records in GHL either way.

Section 301.051 allows consumer sales calls after 9 a.m. and before 9 p.m. Monday through Saturday, and after noon and before 9 p.m. on Sunday, with some exceptions. We set GoHighLevel time windows to match, based on each contact’s own timezone.

No. Most of Texas is on Central time, but El Paso and Hudspeth counties in far West Texas use Mountain time. If your account sends on Central time only, El Paso leads can get messages an hour earlier than you intended.

No. GoHighLevel USA serves Texas businesses remotely through video calls and screen sharing, and we don’t list a local address we don’t have. GoHighLevel runs in the cloud, so your whole build can be done online. Contact us to book a call in Central time.

No. A2P 10DLC is a carrier registration for business texting on local numbers across the US. It does not replace SB 140, Chapter 302 or the Texas calling hours. We handle the A2P brand and campaign registration and set up the state-level consent and timing rules alongside it.
