GOHIGHLEVEL AGENCY FOR OKLAHOMA

GoHighLevel Agency for Oklahoma Businesses: OTSA-Ready GHL Setups

GoHighLevel USA is the remote GoHighLevel agency Oklahoma companies hire to set up GHL calling, texting and follow-up around the Telephone Solicitation Act of 2022.

The Oklahoma Telephone Solicitation Act in Plain English

Oklahoma passed House Bill 3168 in 2022, titled the Telephone Solicitation Act of 2022. It took effect on November 1, 2022 and is codified at sections 775C.1 through 775C.6 of Title 15 of the Oklahoma Statutes. It is often shortened to OTSA.

The core rule sits in section 775C.3. A person may not make, or knowingly allow, certain commercial telephonic sales calls without prior express written consent. The rule covers calls that involve "an automated system for the selection or dialing of telephone numbers" or a recorded message. You can read the enrolled text of HB 3168 on the Oklahoma Legislature's site.

Note the word "or". Florida changed the same phrase to "selection and dialing" in 2023, as our Florida GoHighLevel page explains. Oklahoma's codified text still reads "selection or dialing."

A closer look

Section 775C.2 spells out what a valid consent must contain. The definition expressly mentions delivery "by telephone call, text message, or voicemail transmission". That is why we treat marketing texts from GHL as part of the act. The required parts are listed below.

GoHighLevel Agency Oklahoma GoHighLevel system illustration

✓  A signature. Electronic and digital signatures count when federal law or state contract law recognizes them.
✓  Clear authorization. The person agrees to receive sales calls or texts sent with an automated system or a recorded message.
✓  The phone number. The agreement names the number the person is allowing you to contact.
✓  A plain disclosure. The person is told they don't have to agree as a condition of buying anything.

A vague "we may contact you" line in a privacy policy does not tick those boxes. The consent statement has to sit next to the phone field, and the record of it has to stay with the contact. Any GoHighLevel agency Oklahoma clients hire should be able to pull up that record on request.

What you get

What Our GoHighLevel Agency Oklahoma Builds Include

Every GoHighLevel agency Oklahoma build starts with an OTSA-aware base before we add funnels, pipelines and automations. That base covers four-part consent, daytime sending windows and daily call attempt caps. Honest caller ID, storm-ready pipelines and A2P 10DLC approval complete it.

Four-Part Consent

Consent wording with signature, authorization, phone number and a not-required-to-buy disclosure, saved with each new contact.

clock icon

Daytime Windows

Calls and texts run between 8 a.m. and 8 p.m. on the contact's own clock, and anything outside that window waits.

phone icon

Call Attempt Caps

Speed-to-lead dialing that respects the three-calls-in-24-hours limit across every number in your account.

phone icon

Honest Caller ID

Registered numbers that show your business and ring back to your team, with no rotating or masked numbers.

Storm-Ready Pipelines

Roofing and restoration pipelines that sort inspection requests by job stage when severe weather brings a rush of calls.

Oklahoma Calling Rules at a Glance

This table lists each OTSA rule, its section and the GoHighLevel setting we use. It covers written consent, the 8 a.m. to 8 p.m. window, the three-calls-a-day limit and caller ID. Each setting is built in before your first campaign goes out.

OTSA rule

Section

GoHighLevel setting we use

Written consent for automated or recorded sales calls

775C.3(A)

Four-part consent statement beside the phone field on forms, surveys and funnels

No solicitation calls before 8 a.m. or after 8 p.m. in the called person's time zone

775C.4(A)(1)

An 8 a.m. to 8 p.m. time window on outbound call and text steps

No more than three calls to a person in 24 hours on the same subject, from any number

775C.4(A)(2)

Capped follow-up attempts per lead, counted across every number in the account

Caller ID must show your number, and that number must accept calls back

775C.3(B), 775C.4(B)

Registered local numbers with inbound call routing to a real person

Calls to any Oklahoma area code presumed to reach an Oklahoma resident

775C.3(D)

Oklahoma rules applied by default to every lead with an Oklahoma area code

The three-call cap is the one that trips up sales teams. It counts calls "regardless of the phone number used," so rotating through several GHL numbers does not reset it. A GoHighLevel agency Oklahoma sales teams rely on has to count attempts at the account level, not per number.

Who Is Exempt, and Why We Build as if You Are Not

Section 775C.5 lists 26 exemptions. They include licensed real estate and insurance agents working within their licenses, supervised financial institutions and isolated one-off transactions. Businesses calling people who already bought from them, or who have an existing relationship with them, are also exempt.

Exemptions are fact-specific, and they don't switch off the federal TCPA or carrier rules for business texting. So every GoHighLevel agency Oklahoma build we deliver uses the stricter setup by default. You and your counsel can relax it later if an exemption clearly fits.

The act gives the called party a private lawsuit under section 775C.6. A court can award actual damages or $500, whichever is greater, and can raise the award up to three times for willful or knowing violations.

How a GoHighLevel Agency Oklahoma Build Is Configured

Here is what we set up in an Oklahoma sub-account before any campaign goes live. Everything is described as an outcome, because the exact build depends on your lead sources. It covers consent capture, daytime sending, attempt limits, callable numbers and carrier approval.

shield icon

Consent capture

the four required consent elements on every web form, calendar booking and landing page, stored with the date and source on the contact.

clock icon

Daytime sending

workflows set to run on each contact's own timezone with an 8 a.m. to 8 p.m. window. GHL applies one window to every included day, so we keep the hours identical all week.

gear icon

Attempt limits

speed-to-lead calling that stops at the statutory cap for the day, instead of redialing a hot lead every hour.

phone icon

Callable numbers

each outbound number rings back to your team or a voicemail that identifies your business.

calendar icon

Carrier approval

brand and campaign registration through our A2P 10DLC registration service, so your texts are delivered at all.

Oklahoma Markets, Industries and Time Zone

All of Oklahoma sits in the Central time zone under the federal boundary rules, which follow the state's western line. That makes scheduling simpler than in split states, but your account timezone still has to match, or reminders and windows drift.

The Oklahoma Department of Commerce promotes industry sectors that include aerospace and defense, traditional and renewable energy, agribusiness, manufacturing and bioscience. We work with businesses in the Oklahoma City and Tulsa metros and in markets such as Norman, Lawton and Enid.

The local businesses that hire a GoHighLevel agency Oklahoma owners trust tend to live on the phone. They include roofers and restoration crews after severe weather, home services, insurance agencies, healthcare practices and energy-sector service companies. We build each pipeline around how that buyer decides.

Working With a Remote GHL Team

GoHighLevel USA has no Oklahoma office, and we don't list one. We are a remote GoHighLevel agency Oklahoma businesses work with over video calls on Central time, and our done-for-you GoHighLevel setup covers the full build. Compare how other states differ on our locations page.

This page is general information, not legal advice, so confirm with your own counsel how the OTSA applies to your business.

Does the Oklahoma Telephone Solicitation Act cover text messages?

GoHighLevel USA

The act's consent definition expressly covers sales calls delivered by telephone call, text message or voicemail transmission. That is why we treat marketing texts sent from GoHighLevel to Oklahoma numbers as in scope and collect written consent before any automated texting starts.

How many times can I call an Oklahoma lead in one day?

GoHighLevel USA

Section 775C.4 bars more than three commercial solicitation calls to a person in a 24-hour period on the same subject, no matter which number you call from. As your GoHighLevel agency Oklahoma partner, we set GHL follow-up so a new lead is not called a fourth time that day.

What are the legal calling hours in Oklahoma?

GoHighLevel USA

Commercial telephone solicitation calls may not be made before 8 a.m. or after 8 p.m. in the called person's local time. All of Oklahoma is on Central time, so we match your account timezone and add an 8-to-8 window to outbound steps.

What can someone recover for an OTSA violation?

GoHighLevel USA

Under section 775C.6, an aggrieved called party can sue to stop the violation and recover actual damages or $500, whichever is greater. A court may raise the award up to three times if the violation was willful or knowing.

Are real estate and insurance agents exempt from the OTSA?

GoHighLevel USA

The exemption list includes licensed real estate licensees and licensed insurance agents soliciting within the scope of their licenses. Federal TCPA and carrier texting rules still apply, so we keep consent capture and A2P registration in place either way. Ask your counsel whether an exemption fits.

Do you have an office in Oklahoma?

GoHighLevel USA

No. GoHighLevel USA is a remote GoHighLevel agency Oklahoma businesses hire online, and GoHighLevel is cloud software, so the whole build happens over video calls and shared screens. You can contact us to book a call at a time that suits Central time.
