GOHIGHLEVEL AGENCY FOR CONNECTICUT

GoHighLevel Agency for Connecticut Businesses

GoHighLevel USA is a remote GoHighLevel agency Connecticut businesses hire to set up GHL texting and calling for the state's 2023 telemarketing law. Connecticut now requires prior express written consent for sales calls and texts and limits them to 9 a.m. to 8 p.m.

What Public Act 23-98 Changed for Connecticut Texts and Calls

Connecticut rewrote its telemarketing law in 2023. Public Act 23-98, passed as Senate Bill 1058, amended section 42-288a of the General Statutes and took effect on October 1, 2023. The biggest change is consent, and it covers texts as well as calls.

A telemarketer may not make a telephonic sales call to a consumer without the consumer's prior express written consent. That holds whether or not the person is on a do-not-call list. The definition of a telephonic sales call covers live calls, automated and recorded calls, and text or media messages.

The Department of Consumer Protection puts it plainly. Its telemarketing FAQ says telemarketers need express written permission before a sales call or text, and that apps such as SMS and WhatsApp count. Checking a box online is one way a consumer can give that consent.

The act also reaches calls to any number with a Connecticut area code. It presumes such a call reached someone in the state unless shown otherwise. So a GoHighLevel agency Connecticut businesses hire has to plan for 203, 475, 860 and 959 numbers even when the lead lives elsewhere.

Connecticut Rules Next to GoHighLevel Defaults

Some GHL defaults are close to Connecticut's rules but not identical. This is where most out-of-state setups slip, and where a GoHighLevel agency Connecticut owners hire earns its fee. The table compares each rule with the GHL default and shows what we change.

Connecticut requirement

GoHighLevel default

What we change

Sales calls only between 9 a.m. and 8 p.m., consumer's local time

Outbound Voice AI calls are scheduled between 8 a.m. and 8 p.m. in the contact's timezone

A narrower 9-to-8 window on outbound calls and marketing texts

Prior express written consent for sales calls and texts

Voice AI does not check contact consent before dialing

Written consent wording on every form, with the date and source saved to the contact

Caller must state identity, purpose and the business within 10 seconds

Greeting and scripts are whatever you write

Call scripts and AI greetings that name the business and the reason up front

On a removal request, confirm, end the call and stop all further contact

STOP replies set Do Not Disturb for SMS

Removal requests made by voice or text applied across every channel on the contact

Violations are treated as unfair trade practices under CUTPA, and the statute adds a fine of up to $20,000 per violation. Those numbers are why we treat the defaults as a starting point, not a finished setup.

How We Configure a GoHighLevel Agency Connecticut Account

Written consent capture

forms, surveys and calendars carry a separate, unchecked consent box that names the business and the channels, and the consent record stays on the contact.

lists without written consent are kept out of sales sequences until consent is collected, and imports bring opt-out status with them.

A closer look

The Connecticut Data Privacy Act After July 1, 2026

Connecticut also has a broad privacy law, the Connecticut Data Privacy Act (CTDPA), in force since July 1, 2023. Amendments that took effect on July 1, 2026 widened who it covers. Some entities, such as HIPAA-covered entities and GLBA financial institutions, are exempt.

According to the Attorney General's CTDPA page, the law now applies to businesses that control or process personal data of at least 35,000 consumers. It also covers businesses that process sensitive data or sell personal data, with payment-only processing excluded.

Consumers can access, correct, delete and port their data, and opt out of sales, targeted advertising and certain profiling. Controllers have 45 days to respond, must honor universal opt-out signals such as Global Privacy Control, and need opt-in consent for sensitive data. The Attorney General enforces the law, and there is no private right of action.

For a GHL account, that means a privacy notice linked from every funnel and form. It also means an opt-out link for targeted advertising and a request pipeline with due dates.

It also means care with surveys. Health conditions, financial account details and government ID numbers fall into sensitive data. So a GoHighLevel agency Connecticut clients trust should only collect them with opt-in consent and a real business need.

Connecticut Industries, Area Codes and Eastern Time

The Department of Economic and Community Development names four core industry clusters: advanced manufacturing, biosciences, financial services and insurance. The Capitol Region around Hartford is the state's hub for finance and insurance jobs. The businesses we build for match that mix. They include independent insurance agencies, financial advisors, healthcare and dental practices, and home services companies.

Many of them call and text existing clients as well as new leads, so consent records matter on both sides.

Connecticut sits entirely in the Eastern time zone. Area codes 203 and 475 cover the southwest, including Bridgeport, Stamford and New Haven. Meanwhile, 860 and 959 cover Hartford and the rest of the state.

A single zone makes the 9-to-8 window easy to hold for Connecticut contacts. The catch is leads who moved away but kept a Connecticut number, since the area-code presumption still points back to the state. We keep the stricter window on those contacts too.

Does Connecticut's telemarketing law cover text messages?

GoHighLevel USA

Yes. After Public Act 23-98, a telephonic sales call under section 42-288a includes text and media messages, not just voice calls. The Department of Consumer Protection says telemarketers need express written permission before a sales call or text. Marketing texts from GoHighLevel to Connecticut consumers need that consent.

What hours can businesses call or text in Connecticut?

GoHighLevel USA

Connecticut limits telemarketing calls to 9 a.m. to 8 p.m. in the consumer's local time. That is narrower than the federal 8 a.m. to 9 p.m. window. We apply the 9-to-8 window to outbound calls, Voice AI and marketing texts in every Connecticut account.

What counts as prior express written consent in Connecticut?

GoHighLevel USA

It is a written agreement from the consumer that covers how and at which number they will be contacted. The Department of Consumer Protection says checking a box online is one way to give it. We add a separate, unchecked consent box to your GHL forms and keep the record on each contact.

What are the penalties under Connecticut's telemarketing law?

GoHighLevel USA

A violation of section 42-288a is an unfair trade practice under the Connecticut Unfair Trade Practices Act, and the statute adds a fine of up to $20,000 per violation. That exposure is why we set consent, timing and removal handling before any campaign goes live.

Does the Connecticut Data Privacy Act apply to my business?

GoHighLevel USA

Since July 1, 2026, it applies to businesses that process personal data of at least 35,000 consumers, process sensitive data, or sell personal data, with exemptions such as HIPAA-covered entities. If it applies, we add privacy notices and a request pipeline to your GHL account.

Do you have an office in Connecticut?

GoHighLevel USA

No. GoHighLevel USA serves Connecticut remotely through video calls and screen sharing, and we don't list a local address we don't have. GHL runs in the cloud, so the whole build happens online. You can contact us to book a call on Eastern time.
