What a GoHighLevel Agency Maryland Build Includes
Each GoHighLevel agency Maryland account gets consent, timing and privacy settings first, then the pipelines and funnels your team sells with.

8-to-8 Eastern Sending
Outbound calls and texts stay inside daytime hours, and anything triggered at night waits for the morning window.
Three-Attempt Ceiling
Sales cadences stop after three solicitation attempts per lead in a day, even when your team uses several numbers.

Maryland Calling Law and Your GoHighLevel Agency Maryland Setup
How the Stop the Spam Calls Act and Maryland’s privacy law shape a GHL account, and what we configure to match.
What Maryland’s Stop the Spam Calls Act Requires
Maryland’s Stop the Spam Calls Act of 2023 passed as Senate Bill 90 (Chapter 413) with a matching House bill, HB 37 (Chapter 414). It took effect on January 1, 2024 and lives in sections 14-4501 to 14-4503 of the Commercial Law Article.
The central rule is in section 14-4502. Without the called party’s prior express written consent, a business may not make a telephone solicitation that involves an automated system for the selection or dialing of numbers, or a recorded message played when the call connects.
The same section limits when and how often you call, and bans caller ID tricks. Last reviewed: October 15, 2026.
Texts, Consent and How Maryland Defines Them
Maryland borrows its definition of “telephone solicitation” from the Public Utilities Article: an organized campaign to communicate by telephone with Maryland residents to sell goods or services, offer a prize or run a sales-driven poll. The statute does not use the word “text” in that definition.
The consent definition does, though. Section 14-4501 describes a written agreement authorizing solicitations “by telephone call, text message, or voicemail,” so any GoHighLevel agency Maryland clients hire should treat GHL marketing texts as covered and collect consent that meets the full test. Florida uses a similar written-consent model, covered on our Florida GoHighLevel page.
- It carries the called party’s signature, and an electronic signature counts where the law recognizes it.
- It authorizes solicitations sent with an automated dialing system, a recorded or artificial voice, or a prerecorded voicemail.
- It lists the telephone number the person is allowing you to contact.
- It clearly says the person does not have to sign as a condition of buying anything.
Maryland Rules Side by Side
| Requirement | Where it sits | What we build in GHL |
|---|---|---|
| Written consent before automated or recorded solicitations | Sec. 14-4502(a) | Consent statement and checkbox beside the phone field, saved to the contact with its source |
| No solicitations between 8 p.m. and 8 a.m. in the called party’s time zone | Sec. 14-4502(c) | Eastern-time account with an 8 a.m. to 8 p.m. window on outbound call and text steps |
| No more than three calls in 24 hours on the same subject, whatever numbers you use | Sec. 14-4502(c) | Follow-up cadences that stop at three attempts a day |
| Transmit your number and name to caller ID; no spoofed numbers | Sec. 14-4502(b) | Registered numbers in your brand’s name, never number masking |
| Calls to Maryland area codes presumed to reach someone in Maryland | Sec. 14-4503(b) | Maryland rules applied to every contact with a Maryland number |
Unlike the consent rule, the hours and three-call limits in subsection (c) have no listed exemptions. They apply to any telephone solicitation, including automated and recorded calls. That is why every GoHighLevel agency Maryland build we deliver applies them to all outbound sales steps.
Lawsuits, Penalties and the 2024 Update
A violation is an unfair, abusive or deceptive trade practice under the Maryland Consumer Protection Act, which the Attorney General’s Consumer Protection Division enforces. The legislature’s fiscal note lists civil penalties of up to $10,000 per violation and up to $25,000 for repeat violations under that act.
A 2024 law, HB 1228 (Chapter 214), revisited the remedies. Under the current text, a harmed called party can sue for an injunction and the greater of $500 or actual damages, and a court can triple the award for willful or knowing violations. The same law bars waiving these protections by agreement, except in a settlement, and exempts noncommercial public opinion research from the consent rule.
Other consent exemptions include isolated one-off solicitations, a single call answering a customer’s own inquiry, certain registered nonprofits, some business-to-business sales and repair calls about goods the customer already bought. Exemptions are narrow, so a GoHighLevel agency Maryland build never assumes one applies.
MODPA: Why Data Privacy Shapes Your CRM Fields
The Maryland Online Data Privacy Act took effect on October 1, 2025. It applies to businesses that, in the prior calendar year, handled personal data of at least 35,000 Maryland consumers, or at least 10,000 consumers while earning more than 20% of gross revenue from selling personal data.
Its limits are tighter than most state privacy laws. Section 14-4707 restricts collection to what is “reasonably necessary and proportionate” for the service the consumer asked for, allows sensitive data only when “strictly necessary,” and bans selling sensitive data outright.
For a GoHighLevel agency Maryland clients hire, that changes how forms are designed. We keep lead forms short, avoid asking for health or other sensitive details on general inquiry forms, and review custom fields so the account does not quietly collect more than it needs.
Configuring a GoHighLevel Agency Maryland Account
- Consent records: the four consent elements on every form, survey, booking widget and funnel step, with the opt-in source kept on the contact.
- Channel-level opt-outs: GHL lets Do Not Disturb be set per channel, such as SMS, calls or email, so a texting opt-out does not have to wipe out a client’s appointment emails.
- Daily attempt ceiling: sales follow-up that tops out at three solicitation attempts per lead per day, counted across all numbers.
- Lean data capture: custom fields limited to what each service needs, in line with MODPA.
- Registered texting: brand and campaign approval through our A2P 10DLC registration service.

Baltimore, the Capital Region and Maryland Industries
Maryland is entirely in the Eastern time zone, so one account timezone usually covers everyone. We work with businesses in the Baltimore metro, the suburban Washington, D.C. counties, Annapolis, Frederick and the Eastern Shore.
The state’s business site lists key industries such as cyber and IT, life sciences, aerospace, military and federal contracting, advanced manufacturing, distribution and logistics, and tourism. Our Maryland clients are mostly healthcare practices, home services companies, real estate teams and contractors that sell to government buyers.
GoHighLevel USA has no Maryland office. We are a remote GoHighLevel agency Maryland businesses work with over video calls; see our locations page or our done-for-you GoHighLevel setup. This page is general information, not legal advice, so confirm with your own counsel how Maryland’s laws apply to you.
GoHighLevel in Maryland: Questions, Answered
The Stop the Spam Calls Act of 2023 took effect on January 1, 2024. It is codified in sections 14-4501 to 14-4503 of the Maryland Commercial Law Article, and a 2024 amendment addressed private lawsuits and blocked most waivers of its protections.
The act’s consent definition covers solicitations made by telephone call, text message or voicemail. Because of that wording, we treat marketing texts sent from GoHighLevel to Maryland numbers as covered and collect written consent before automated texting begins.
Section 14-4502 bars telephone solicitations between 8 p.m. and 8 a.m. in the called party’s time zone. Maryland is entirely on Eastern time, so we set your GoHighLevel account to Eastern and add an 8-to-8 window to outbound steps.
No more than three times to the same person in a 24-hour period on the same subject, regardless of the telephone numbers used. As your GoHighLevel agency Maryland team, we cap sales follow-up at that level across every number in the account.
If your business meets the act’s thresholds, yes. MODPA limits collection to what is reasonably necessary and proportionate for the service requested and restricts sensitive data. We trim forms and custom fields so the account collects only what each service needs.
No. GoHighLevel USA is a remote GoHighLevel agency Maryland businesses hire online, and GoHighLevel runs in the cloud, so your build happens over video calls and screen sharing. You can contact us to book a call during Eastern business hours.
